I've explored the concept a few times myself. Hopefully, some of these could be helpful for concept if not perfect execution. Masters of Jade (Exalted 2nd)- has a fairly detailed system on how to define organizations with traits. If offers a turn by turn system whereby those organizations can interact. A little on the chunky side, similar to doing a not necessarily well designed German boardgame. Vampire rev era, as mentioned many times below, has many of the themes that it sounds like you want but also supernatural. Counsel of Primogen, Gilded Cage, Prince's Primer are good books for nonsystem based discussion. The Mind Eye's Theatre main rulebooks for each splat had a well detailed concept of diving a city into different zones of influence. IIRC, the Dark Epics book is the one that gives a lot more detail on how to use that system. It contains the influence rules that was used by the Camarilla fan organzation. Maybe not the best system, but at least had a thousad gothmonkeys banging away at it. Good luck!

Any rpg can be a crime game if you are ruthless and venal enough. See thieves guilds in d&d and just existing in Shadow run or traveler.

I'm considering buying VtR2e since I don't have any connection to the metaplot and from what I understand it's much better mechanically than VtM. Do you recommend it?

I am not really a fan of GURPS, but I can see a Mobster-package here with allies, enemies and dependencies. And characters with enough disadvantages... impulsive and callous and bad rep for instance... Like a Joe Pesci in Goodfellas. "Funny how?"

I played d20 Mafia back in the day and it was decent. 'Wealth' of the Modern d20 system never really felt fully right but other than that it gave a lot of good ideas and what-not. Right now, I am running a game set in alternate Chicago in the 50s using essentially re-skinned Blades in the Dark ruleset and it is working really, really well. I know, Jim is not the biggest fan of BitD but if you are less sectarian on the topic, there are many systems in there that work very well with the genre. And as others have stated, Vampire is VERY much a mafia game with different window dressing. I know for us crazy mob buffs this doesn't really scratch the itch perfectly, but it is better than nothing and that might be the decision you are looking at.

My friend Scott played in a Vampire the Masquerade LARP that ran a few times a month and he said that it mostly involved a struggle for power within vampire society. I will ask him if they had additional rules, but it was a long time ago

I would recommend Call of Cthulhu for a gangster game; just exchange the sanity for composure and instead of going mad you have an impulse you cannot control. Usually with crime dramas the action is focused around a character so something to enforce the Scarface style delema of what am I willing to give up in order to be on top seems a better fit, to me. I have done a few games like this and it worked out well enough for my players. Catch 22: this is for crime dramas not really a game about factions. It is not meant to realistically portray gaining control of a territory or simulate gangland politics as that tends to be the boring bit of it. Just like most d&d games are breaking into the liche's tomb to stop the ritual in modern games more so than an attempt to become a baron and increase your grain yield. The same way cyberpunk is focused on the characters and you do not ever really worry about what the Bozos are going to do in retaliation for you rescuing the person they kidnapped for ransom. At the end of the Godfather part 1, the issue was if Don Calpone would start a war or get out of crime and live on the up and up; the entire war was done in montage after the fact because it was the boring bit: consequences beyond direct control of the characters.

Community building RPGs? Sounds like you would need to find a boardgame Mafia game and figure out how to incorporate those mechanics. Narcopolis Description: Players compete to build the most powerful drug cartel. The game involves territory control, resource management, and conflict. Key Features: Economic strategy, area control, and managing criminal enterprises. I made one many years ago called Crime Network, that kind of emphasized a Goodfellas or Donnie Brasco approach (with a big focus on the paranoia). I think you make a good point, the genre is widely loved, but it isn't big in the hobby despite that genre appeal. I found one hurdle is some players simply won't play characters who are evil. Another is modern games with no supernatural or RPG concept hook (i.e. The FBI is putting together a team of mobsters to fight the Germans) is just a tougher sell. For long term campaigns I think The Sopranos actually provides a really good model. And I think letting the players figure out ways to earn and make big scores was a better approach than planning a big score as their adventure.

V:tM Revised had World of Darkness: Mafia. Strip away the supernatural elements and you've got a perfectly serviceable Mafia game.

And yet Vampire The Masquerade exists. Strip away the vampires and there's a mafia game underneath.

Why not have a fantasy mafia, set in fantasy world? (Bit like Steven Brust's Dragaera - do you know those novels? 🙂) Anyway. I remember playing a game off a disk based on 1920s Mafia gangs in the 2000s... Maybe some people think GTA is a "crime game". Certainty seems popular enough: its about dimeit thugs, though, isn't it? Never played it.

Blades in the dark is the game that fills that role currently, and its a big one, quite popular. So its not true that no games fill that role currently, there is a huge one that checks literally all the boxes you mentioned perfectly. Its just that grim doesn't like it, but he is objectively wrong about that game so check it out.

Isn’t Domain gaming always Mafia gaming. Invent casus belli to conquer land from your neighbors and so on. Get protection money from the peasants (taxation). Getting free farmers in the border marches to agree to being taxed. All that good stuff groups do when they hit level 8 or so. Make alliances to take over from the local count, then duke and finally king.

You can't unshitify things. The world skews in the direction of "en-" not "un-." This is especially true in the case of pop-culture artifactia.

ShadowRun was Cyberpunk meets fantasy. Get the same to an extent in rifts too, And considering how often elves are in these cross overs (thanks 🇯🇵) this really is a ship that has sailed but then who still does this genre.

We prefer Orks and Trolls and the occasional Dwarf Rigger in our Cyberpunk. Elves We tolerate.

Being completely wrong about US politics was one thing but now he has issues with shadowrun lore which is probably hands down the richest, most creative and gritty LoTR meets blade runner setting. I agree that the bleak cyberpunk genre doesn't fit with normal fantasy. However, I wouldn't mind using Shadowrun 6e for a science fantasy campaign, with space ships and stuff, but the Shadowrun rules aren't made for it and I would need to houserule a lot.

I never liked shadowrun either. I thought magic, elves, and orcs were ludicrous in a cyberpunk game.

On the topic of mines and caverns, I ran a Veins of the Earth campaign a few years ago. The book is very good for inspiration, but I felt it was just a bit too mysterious (which is fine for player-facing content but the DM needs more - at least I did).

Hey, I like to shit on Shadowrun too once in a while!

Completely agree with regards to Shadowrun. I prefer the Cyberpunk game. That said, we do play a Shadowrun Campaign that is actually very fun because we play absolute beginners that have more problems with their personal lives than actually going on a run.

I like some mixed genres as much as the next guy, but I don't like Shadowrun. Some mixed genres clash, and whimsical fantasy and bleak sci-fi are fairly widely separated on the spectrum. I don't like Shadowrun because it doesn't fit. No offense inteneded to those who enjoy it, but I have never seen it blended well. It always seems to skew toward traditional cyberpunk with a few random fantasy trappings thrown in. It seems kinda forced and contrived. I can't really get over that.

the problem for me in shadowrun was it was too much cyberpunk in fantasy environment, it ignored too much the setting implication for magic.

Shadowrun is probably one of my favorite fictional world in terms of lore, but i understand its not for everyone. Where i live we have this thing called cafelimo. It is a mix of cold brew coffee and carbonated lemonade. I absolutely hate it. To me its like the worst possible things you could mix together, but for some people its their favorite thing somehow...

Way I hear people describe it you aren't meant to run shadowrun as pure cyberpunk guest starring fantasy and meant to actually balance the two and how they can add to each other being different, but I've never quite seen that capitalized on. I imagined this as like, theres a mimic hiding in the server farm they feed unlucky solo hackers and this overwrought assassination job still has a satisfying boss fight because you put a sniper round in the head of a polymorphed dragon thats now weakened enough to not instantly kill you/escape, but still a meaty fight, never really seen it in practice though.

It's probably a function of timing for me, because I really started roleplaying games seriously in the late 1990's, and Shadowrun 3rd was popular where I was. I had barely played D&D, don't actually remember which Pre-3E edition it was. I had just gotten out from under the Protestant, paranoid, parental panopticon and I could finally enjoy fantasy to my heart's content. I hadn't read Neuromancer or any cyberpunk literature, so I eagerly devoured the cyberpunk Science-fantasy sandwich that was Shadowrun. First steady RPG group. Don't hate me for my Dwarven Street Samurai or my Cascade Orc sugar smuggler. Truly the game and group sparked my imagination and helped me love the hobby. I have nothing against other cyberpunk games, but my first time had dump shock and dwarves, cybernetics and street shamans, mega corps with both elves and extraordinary rendition. My first time was just a little weirder than standard cyberpunk. Post-Dragonfall Berlin is a fascinating time and place, where you could pull in all sorts of inspiration from isolated East Berlin to Twilight 2000, Humanis policlub themes, Art smuggling, club culture. Or you could go to a city like Chicago and deal with insect spirits or Ghoul zones, or form a Merc corps and hunt rogue Adepts and Megafauna and destroy mega corp R&D bases. Or play a pirate game and head to the Caribbean or Southeast Asia or Polynesian areas and deal with bizarre neo pirates, with cultures transformed by active spirit magic, and Seas and oceans made weird by ambient magic and mutant Megafauna sea creatures. There's much to love, but for Jim it must be like trying a special cultural food. Like an American trying marmite or Buckfast or a Brit trying Dr.Pepper you'll never like it but some people will always love it.

I had the same response. It also seemed premature - back in '89 cyberpunk was still a relatively new genre, yet here people were already mixing it with trad fantasy tropes. before we'd even explored what it could do and what stories it could tell.

theres a new poll done in N America that has been gathering data for more than 20 years now and it explains the trans blowback exactly as you'd expect. Turns out extreme fetish, retribution and screwing with peoples' kids does not get you allies. the LGBTQ had great support prior to the activist nutters taking over. Kind of like the covid vaccine phenomena-the governments did more damage to legitimate vaccines than the anti vaxx nutters could ever have done.
